What is wrong with organising?

Organising efforts by Australian, British, Canadian, New Zealand and American unions have been found ‘wanting’ both qualitatively and quantitatively, according to initiators of the International Labour Process Conference to be held in March 2008 in Dublin.
At the conference, organising campaigns will be assessed. Have they been implemented on a too limited scale, or is there something wrong with the conceptual basis on which they are conceived?
